CGL construction “in full swing”

The Coastal GasLink pipeline is heading beyond 91% over-all completion, with more than 630 km of pipe installed, and more than 92% of water crossings complete.

CGL sees “mechanical completion” by the end of this year.

Hydrostatic testing is complete or underway in every section. This testing fills a section of the pipeline with water, and then pressurizes the line to check for leaks.

At last count, there were 4,785 workers on the job across the project

Meanwhile, parent company TC Energy says the line will be completed without any further increase in costs.

Bevin Wirzba, TC Energy executive vice-president, said his company is maintaining its previously announced completion target and most recent cost estimate ($14.5 billion).

“We’ve had our share of really complex and risky parts of the project to accomplish, and I’m really proud that the team has delivered upon all of them. . . . We have all the plans in place to deliver and finish strong in the year-end.”

B.C. LNG faces tough competition

A federal minister, speaking at the world LNG2023 conference about LNG exports, said that “Canada must keep pace because we cannot afford to fall behind.”

But as he spoke in Vancouver there came word of even more competition for Canada’s exports of LNG from the West Coast.

The U.S. already leads the world in LNG liquefaction capacity — and two more LNG-for-export plants will come online in 2024, meaning the U.S. will then have nine. Seven more are under construction, and 28 further ones are in various stages of proposal, planning, development, or working toward capacity and financial commitments.

Our latest blog notes that B.C. still has an edge over U.S. Gulf Coast plants in the costs of shipping LNG to Asian terminals.

But Mexico has announced plans to develop eight LNG-for-export terminals that would get U.S. and/or Canadian natural gas via the US. And four of those plants would be on Mexico’s west coast, with lower shipping costs to Asia than U.S. Gulf Coast facilities.
